07-13-2023 - From my corrections consultant - A former very-high-ranking supervisor at the Allred Unit would, when upset about something or someone, issue this weather report: "I'm going to act a fool. I'm going to cloud up and rain".

07-13-2023 - From my corrections consultant - It was firearms qualification during annual In-Service Training at the Allred Unit. At the gun range, two instructors were trying to show a Correctional Officer how to hold the AR-15 so that he could get a proper sight picture. The officer appeared to have no clue at all. Instructors had to move his hands to the proper position on the weapon. For those unfamiliar, this is not the pre-service academy where new hires are trained. This is yearly training for officers already employed. This particular officer had been employed for several years. I wondered how he even made it through the pre-service academy. My opinion is that during serious low-staffing periods, the agency relaxes its performance expectations. Back to the range. This particular officer could not and did not, hit the old "broadside of a barn" with the AR-15. Guess where the AR-15 is primarily used? The gun towers. Guess where this officer was routinely assigned? The gun towers. If offenders only knew! They could flip him off and casually crawl over the fence without fear of being shot. In another incident, one that I did not witness, an officer - firing a revolver - shot the ground in front of the target. Firearms qualification is required for initial and continued employment. 07-12-2023 - Wichita Falls is now under Stage 1 water restrictions. Even-numbered homes and businesses can water lawns on Mondays and Thursdays, and odd-numbered addresses can water lawns on Tuesdays and Fridays. Sprinkers cannot be used from 10 AM to 7 PM. Violators will be fined.

07-12-2023 - In the 1980s, someone tried to sell the City of Wichita Falls a surplus Bell UH-1 "Huey" helicopter. A WFPD officer, a helicopter pilot in an earlier life, went up for a test flight. The City wisely turned down the deal. I'm sure the cost to maintain that machine would have been greater than any benefit realized. I have 30 seconds of "stick time" in a Bell Jet Ranger so I'm an expert!

07-12-2023 - Below the Petroleum Building at 8th & Scott, under what is now the Highlander Public House, was a bar called "The Cave". You entered from the 8th Street side of the building. Do you remember it?

07-12-2023 - Were you around when car alarms first became standard equipment, and the novelty caused a lot of people to play with them? The effect was that many people began to ignore car alarms because everyone was either playing with them or setting them off accidentally.

07-12-2023 - In the movies, people are often shot in the gut. In many of these movies, the victim is saved by someone poking inside the wound, finding the bullet, pulling it out, and patching the hole. Never mentioned are the ripped-apart organs inside that are still bleeding away. Nope, that bad old bullet is the culprit and if we get it out all will be fine.

07-12-2023 - From my law enforcement consultant: In the early morning hours, police were dispatched to Hirschi High School on a burglar alarm. There was no burglar, only a young couple doing "you know what" against a door at the back of the building. They were still in the act when officers arrived, pounding against the door so hard the alarm was activated.

07-12-2023 - From my corrections consultant: An Allred Unit Correctional Officer reports that the food cart holding the food trays for the Infirmary was always loaded with tiny roaches. 07-12-2023 - From the U.S. Bureau of Labor Statistics - The overall unemployment rate was 3.6 percent in June 2023, little changed over the month. Among the major worker groups, the unemployment rate for Whites declined from 3.3 percent in May 2023 to 3.1 percent in June 2023, while the unemployment rates for adult men (3.4 percent), adult women (3.1 percent), teenagers (11.0 percent), Blacks (6.0 percent), Asians (3.2 percent), and Hispanics (4.3 percent) showed little change.

07-12-2023 - According to a City of Wichita Falls news release, the Denton Bomb Squad and the Wichita Falls Fire Department will conduct a joint training exercise in the 1300 Block of Harding from July 12th through July 14th. The City advises that there will be explosions! At least there are warnings these days. Some decades ago, the WFPD SWAT team blew up stuff on the City's east side and didn't give advance notice.

07-12-2023 - I sometimes wonder why Wichita Falls doesn't have, and never really had, a Main Street. I'm not saying the street had to be named Main Street, but it would have been the main focus of the downtown area. Scott Avenue could have been a Main Street, but it's just a way to get through downtown as fast as possible. Indiana Ave is probably the closest we'll ever get to a real Main Street, so maybe we should continue to work on developing that.

07-12-2023 - From my law enforcement consultant: Texas issues a Driver License, not a Drivers License or Driver's License. I know everyone adds the "s", but it's not there. Whip yours out and you'll see.

07-12-2023 - Business is tough these days. If a man does something wrong he gets fined. If he does something right he gets taxed.

07-12-2023 - The next time you find yourself at the north end of Ohio Avenue, cross over to the other side of the railroad tracks and walk across the long-closed Ohio Street Bridge. By the time you get to the north end, you'll realize that it's made of asphalt-covered wood!
