FCC Moves to ‘Delete, Delete, Delete’ Telegraph, Rabbit-Ear Receiver, Phone Booth, and Other Obsolete Regulations Deregulatory Docket Leverages Streamlined Process to Remove Obsolete Regulations

WASHINGTON, July 24, 2025—The Federal Communications Commission today voted to remove 11 outdated and useless rule provisions—covering 39 regulatory burdens, 7,194 words, and 16 pages—from its books as part of its “In Re: Delete, Delete, Delete” docket. By taking this action, the agency expeditiously deletes rules adopted in a bygone era—including obsolete regulations on telegraph, rabbit-ear broadcast receivers, and telephone booths.
Today’s action repeals rule provisions identified from throughout the agency that plainly do not serve the public interest any longer because they govern obsolete technology, outdated marketplace conditions, expired deadlines, or repealed legal obligations. The item repeals restrictions on phone booth closures, captioning on analog TV receivers, auction obligations that sunset 20 years ago, and references to long-repealed telegraph rules.
This action is the product of the FCC’s Delete proceeding through which it has sought comment on every rule, regulation, or guidance document that the FCC should eliminate for the purposes of alleviating unnecessary regulatory burdens. This has produced overwhelming public comment and constructive feedback that will be considered both in Delete and other proceedings. This proceeding helps power Chairman Carr’s Build America Agenda through rapid deregulation to keep pace with private-sector builds.
To that end, today’s decision is an important, streamlined process to remove regulations at scale without going through years of unnecessary legal procedures. Today’s action continues the FCC’s work to unleash a new wave of economic opportunity by ending unnecessary, outdated, and burdensome regulations.
